India and the Netherlands have elevated their bilateral relationship to a Strategic Partnership, following Prime Minister Narendra Modi’s official visit to the European nation on May 16–17, marking a significant expansion of cooperation across multiple sectors.
During the visit, Prime Minister Modi held high-level talks with Dutch Prime Minister Rob Jetten, alongside engagements with King Willem-Alexander and Queen Máxima at the Royal Palace Huis ten Bosch in The Hague.
Both sides agreed on a comprehensive Strategic Partnership Roadmap, aimed at strengthening cooperation in areas including trade and investment, defence and security, cyber security, semiconductors, artificial intelligence, space, sustainability, water management, agriculture, energy transition and people-to-people exchanges.
Trade, Investment and Economic Cooperation
The leaders noted steady growth in bilateral trade and highlighted the Netherlands’ role as a key gateway to Europe for Indian exports, particularly through the Port of Rotterdam. They also welcomed the conclusion of negotiations for the India–EU Free Trade Agreement earlier this year, which is expected to further boost economic ties.
An agreement on mutual administrative assistance in customs matters was signed to enhance trade facilitation and strengthen enforcement mechanisms. Both countries also reiterated their commitment to expanding investment flows and supporting innovation ecosystems through platforms such as the Joint Trade and Investment Committee.
Defence, Security and Global Issues
In defence and security, the two countries agreed to deepen cooperation through regular institutional engagement, with a focus on maritime security, cyber threats, counterterrorism and emerging technologies. A Letter of Intent on defence cooperation was signed, with discussions on expanding defence industrial collaboration through co-development and joint ventures.
Both leaders reaffirmed their commitment to a free, open and secure Indo-Pacific region and welcomed the Netherlands’ decision to join the Indo-Pacific Oceans Initiative. They also expressed concern over ongoing conflicts, including the war in Ukraine and tensions in West Asia, calling for dialogue, diplomacy and adherence to international law.
Technology, Innovation and Education
The visit saw the signing of key agreements in semiconductors and emerging technologies, including partnerships between Indian institutions such as Indian Institute of Technology Delhi and Dutch universities, supported by industry players like ASML and NXP Semiconductors.
Both sides also agreed to strengthen cooperation in critical minerals, research and innovation, and higher education, including talent exchange and joint R&D initiatives.
Energy, Water and Sustainability
India and the Netherlands launched a roadmap on green hydrogen development, alongside enhanced collaboration in renewable energy, circular economy practices and sustainable mobility. The Netherlands also joined the Global Biofuel Alliance, reinforcing cooperation in clean energy transition.
In water management, the two countries committed to expanding joint projects under initiatives such as the Namami Gange programme, with new efforts including a Centre of Excellence on Water at Indian Institute of Technology Delhi.
People-to-People and Cultural Ties
The leaders emphasised strengthening people-to-people ties through migration and mobility agreements, academic exchanges and cultural cooperation. They also welcomed initiatives to return cultural artefacts and deepen collaboration between museums and heritage institutions.
Both sides reiterated their commitment to enhancing cooperation in healthcare, agriculture, food systems and maritime development, including plans for a ‘Green and Digital Sea Corridor’ to improve sustainable shipping and logistics.
The discussions were held in what officials described as a cordial atmosphere, with both leaders expressing confidence in the long-term trajectory of the partnership and its role in addressing global challenges.
