Tamil Nadu SIR: TheElection Commission of India (ECI) earlier last month announced a detailed schedule of the Special Intensive Revision (SIR) in 12 states and Union Territories (UTs), including the state of Tamil Nadu. The exercise has created a stir in the southern state with the members of the Federation of Associations of Revenue Employees of Tamil Nadu boycotting the SIR work.
They are protesting against excessive workload, insufficient manpower, deadline pressure, and inadequate training and funding. This is followed by the suicide of a booth level officer(BLO) in neighbouring state Kerala, which, his colleagues are saying, happened because of excessive work pressure.

The state-wide protest will begin from November 18, seeking proper training for all officials, appointment of additional officers as Booth Level Offices and deployment of sufficient strength at the BLO level.

What is enumeration process?
The filling of enumeration forms is the first step of the entire SIR exercise. This form has to be filled by all the eligible voters, if they wish to remain in the final voter roll of the state. Voters in Tamil Nadu must fill these forms, and mention if they were present in the previous SIR roll during 2002-04.
The Booth level Officers (BLOs) will visit each house hold and distribute the pre-printed Enumeration forms in duplicate to the existing electors and guide them in filling up the form.

How to fill enumeration form?
According to the procedure laid down by the ECI, the voters will have to file the relevant details in the Enumeration forms and the filled in Enumeration form will be collected by the BLOs during the subsequent visit. The BLOs will keep one copy of the Enumeration form with him/her and give an acknowledgement of receipt of form on the other copy of Enumeration Form, which is to be retained by the elector.
The process is underway and will take place till Dec 4, 2025.
Can enumeration forms be filled online?
This time, the poll panel has given the facility to fill the enumeration form online as well. The voters have to visit https://voters.eci.govi.in, and search their details in SIR 2002/2005.
If an elector’s name is not on the list, it means that he may have not enrolled during that time, in that case he can try to retrieve the elector details of his/her parents/grand parents and their details shall be filled in the Enumeration Form in the respective column.
Electors can log in to the portal using their registered mobile number or EPIC number, and authenticate themselves by entering the OTP received on their registered mobile number. Once logged in, they can choose the option ‘Fill Enumeration Form’.
Documents to submit with enumeration form
Following documents can be submitted for the SIR:
- Any Identity card/Pension Payment Order issued to a regular employee/pensioner of any Central Govt./State Govt./PSU.
- Any Identity Card/Certificate/Document issued in India by the Government/ local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987.
- Birth Certificate issued by the competent authority.
- Passport
- Matriculation/Educational certificate issued by recognised Boards/Universities
- Permanent Residence certificate issued by the competent State authority
- Forest Right Certificate
- OBC/SC/ST or any caste certificate issued by the Competent Authority
- National Register of Citizens (wherever it exists)
- Family Register, prepared by State/Local authorities.
- Any land/house allotment certificate by the Government
- Aadhaar card
When will draft roll be published?
After collecting all the enumeration forms, the ECI will publish the draft roll on Dec 9, 2025.
How to file appeals in draft roll
The appeals against the draft roll can be filed till Jan 8, 2026. This can be done through the BLOs, district election officials, state election officers, the DM or the Chief Electoral Officer (CEO) of Tamil Nadu.
Fina roll date
After receiving representations, the ECI will hear the cases, verify forms and make necessary announcements till Jan 31, 2026. The final roll, thus formed, will be published on Feb 7, 2026. |
