The National Highways Authority of India (NHAI) recently implemented the 'FASTag Annual Pass' facility at about 1,150 toll plazas on National Highways and Expressways across the country. Also, the new FASTag Annual Pass received an overwhelming response as it recorded 1.4 lakh buyers on its Independence Day launch. Following the response, the authority has announced that all the non-FASTag vehicles will be levied 1.25 times the fee from November.

This development brings significant relief to non-FASTag users, many of whom rely on UPI or other digital payment methods to settle highway and expressway tolls. At present, individuals without a valid FASTag must pay twice the standard toll amount when opting for cash transactions. However, starting 15th November, the revised toll structure will allow non-FASTag users to pay only 1.25 times the regular fee when using UPI, easing the financial burden and encouraging digital payments.

Stating an example, the Ministry of Road Transport & Highways highlights- "If a vehicle needs to pay a user fee of Rs 100 through a valid FASTag, the fee will be Rs 200 if paid in cash and Rs 125, if paid via UPI." This amendment aims to strengthen the fee collection process, enhance transparency in toll collection, and promote ease of commuting for the National Highway users. This notification will come into effect from November 15, 2025.
Emphasing the goals and needs of the new fee policy, the Ministry stated, "The latest amendment to the National Highway Fee (Determination of Rates and Collection) Rules, 2008, reflects the Government of India's commitment to leveraging technology for efficient toll collection and reducing congestion at the toll plazas. The revised rules will encourage the adoption of digital payments, enhance transparency in toll operations, and improve the overall user experience on National Highways."
