Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, Jitendra Singh, disclosed the forthcoming establishment of a Quantum Hub in Noida in collaboration with IIT Kanpur, marking a significant development in India’s science and technology landscape. “In DST, we are in the process of setting up a quantum hub kind of a thing in Noida, with the collaboration of IIT Kanpur,” Singh said, highlighting the state’s growing role in national-level science initiatives.
While addressing stakeholders at a MoU signing event between DBT–Birac and Govt. of Uttar Pradesh, Singh emphasised that Uttar Pradesh has emerged as one of the most responsive and proactive states in engaging with key scientific departments like the Department of Biotechnology (DBT), Department of Space, and the Department of Science & Technology (DST).
He noted that such developments reflect a broader shift in approach under the current government, allowing for increased engagement with state governments and enabling extended collaborations.
National Push Towards Whole Of Government And Whole Of Science Approach
The Minister reiterated the central government’s shift towards a “whole of government, whole of science, and whole of nation” strategy, stating that such an approach is now evolving as a global strategy.
He explained that responsive and enthusiastic participation from states significantly encourages the Centre to pursue and expand initiatives. Conversely, a lack of responsiveness leads to delays or disengagement.
“You can not keep pursuing a single substance or a single individual all your life if it is irresponsible,” he remarked candidly, while underlining the need for mutual accountability in cooperative federalism.
Healthcare And Pharma: India’s Global Recognition
Singh elaborated on India’s evolving status as a global pharmaceutical leader, especially in the post-Covid world. He pointed out that India is now supplying vaccines to over 200 countries, with more than 60 per cent of the world’s vaccines being developed or tested here. He credited the Department of Biotechnology for producing the world’s first DNA vaccine and noted how India has transitioned from being overlooked in global healthcare to becoming a major player in preventive healthcare.
He also shared how, during the pandemic, sceptics of traditional medicine began exploring homoeopathy and other Indian systems of healthcare, validating a holistic approach. Singh emphasised that this shift has improved the world’s perception of Indian pharma, which is now catering to nearly 40 per cent of the US market’s generic medicine needs. India’s pharma exports currently stand at USD 27.8 billion, with a target of reaching USD 30 billion by 2030.
Medical Devices, Innovation, And Biotechnology Startups
The minister also highlighted India’s growing medical device industry, mentioning that nearly 800 manufacturers are already operational, some of which are producing heart valves and other devices that are being exported due to their high efficacy and cost-effectiveness. In terms of innovation, he pointed out that four of the world’s top 100 innovation clusters are in India – in Chennai, Mumbai, Bangalore, and Delhi.
Singh drew attention to the dramatic rise in biotech startups, which have grown from just 50 in 2014 to over 11,000 today. He cited emerging ventures producing animal-free milk and alternative protein sources, underlining the role of biotechnology in shaping India’s future economy. The minister stressed that these technologies are not just for India’s 140 crore population but are meant for global impact, aligning with the Prime Minister’s vision of a ‘Vishwamitra Bharat.’
