As Delhi’s air quality declined into the ‘severe’ category, the Commission for Air Quality Management (CAQM) has implemented Stage III of the Graded Response Action Plan (GRAP) across the National Capital Region. The decision comes as pollution levelshave surged beyond safe limits, prompting immediate curtailment of vehicles, emission sources and construction activity.
As per the CAQM order dated November 11, 2025, all measures under Stage III have been implemented with immediate effect. The Delhi Police later released a detailed list of vehicles allowed and prohibited from entering the national capital to ensure compliance with GRAP-3.

List of vehicles allowed and banned under GRAP-3

As per the Delhi Police notification, certain categories of vehicles are allowed to operate within Delhi, whereas others face a temporary ban:


Vehicles that are allowed


1. Inter-State Buses: Only Electric Vehicles 9EVs), BS-IV diesel buses, and CNG are allowe

2. BS-IV Diesel MGVs (Medium Goods Vehicles: Permitted only if it is registered in Delhi and is carrying essential commodities or providing essential services.
3. BS-IV Diesel LCVs (Light Commercial Vehicles):  Allowed entry only if they carry essential goods or are related to essential services, whether registered in Delhi or outside.
4. Vehicles for persons with disabilities: BS-III petrol and BS-IV diesel vehicles specially modified for physically challenged persons can be used for personal use.
5. Government and emergency vehicles: All the vehicles that come under hospitals, utilities, sanitation and law enforcement are allowed.
List of vehicles that are banned


1. BS-IV Diesel LMVs (Light Motor Vehicles/4-wheelers
2. BS-III Diesel MVs (Light Motor Vehicles/4-wheelers)
3. BS-IV Diesel LCVs registered outside Delhi that are not carrying essential commodities.
4. BS-IV Diesel MGVs not transporting essential goods.
5. All BS-III and below commercial goods vehicles that are registered outside Delhi, even if transporting essentials, as notified in the CAQM’s latest modification.


6. Delhi operated tourist and AITP buses or tempo travellers.

In its clarification released on November 11, 2025, the CAQM mentioned that while Direction No.88 (issued on June 3, amended October 17, 2025) permitted BS-IV commercial vehicles to enter Delhi until October 2026, GRAP measures take precedence as emergency provisions.
The Commission clarified that, “GNCTD to not permit BS-II/IV diesel-operated LCVs (goods carriers), registered outside Delhi, to enter Delhi, except those carrying essential commodities or providing essential services.”
As per the PIB release, the nine-point GRAP-3 action has been implemented across Delhi-NCR.
This will include:

1. Complete ban on demolition work and on dust-generating construction.
2. Compulsory hybrid learning (online+offline) for students till Class V.
3. Staggered timings for government offices.
4. Stone crushing operations and mining activities to be closed.
5.  Residents have been advised to use public transport, avoid short trips, and coal or wood burning.
