Gartner Predicts Major Shift Towards Agentic Enterprise Software Development

The market for enterprise artificial intelligence coding agents is entering a new phase of expansion and competitive realignment as technology providers broaden their offerings beyond developer tools into integrated software development platforms, research and advisory firm Gartner has said.
The shift is being driven by frontier AI model providers moving “up the stack”, the rise of agentic workflows, wider adoption across the software development life cycle (SDLC), and increasingly complex pricing and return-on-investment dynamics, Gartner said in a report.
The company forecast that by 2027, more than 65 per cent of engineering teams using agentic coding would treat integrated development environments (IDEs) as optional, as governance, validation and control increasingly move to automated platforms.
Enterprise AI coding agents represent a shift from AI-assisted software development to agentic software development, according to Gartner. These systems can operate across the SDLC, including planning, coding and reviewing software.
“What began as a race to deliver the most ‘magical’ developer experience is now evolving into a contest of operational excellence, commercial maturity, and enterprise readiness,” Philip Walsh, senior director analyst at Gartner, said in the report.
Walsh said leading AI model providers were no longer limiting themselves to offering APIs and language models, but were increasingly delivering integrated agentic workflows designed to transform the full software development process.
The report highlighted that while developer experience and model capability remain important, enterprises are now placing greater emphasis on governance, pricing structures, support systems, workflows and commercial maturity when evaluating vendors.
“For enterprise-wide adoption, governance, pricing, support, workflows, commercial maturity and market durability also matter, especially for medium- to long-term commitments,” Walsh said.
The findings suggest the market is shifting from early-stage experimentation towards enterprise-scale deployment, where procurement requirements, regulatory compliance and operational reliability are becoming key differentiators among providers.
Gartner analysts said product quality and market momentum alone would not determine which companies succeed in enterprise adoption.
“When choosing a tool, product excellence and momentum matter, but do not eliminate the importance of enterprise sales maturity, customer support, governance, commercial clarity and the ability to serve buyers with more complex deployment, regulatory or procurement needs,” the report said.
The company added that such factors may receive less attention in public discussions around generative AI coding tools, but are increasingly influential in enterprise purchasing decisions.
“These factors may be less visible in public debate, but they matter in enterprise market evaluation,” Walsh said.
The report shows growing enterprise interest in agentic AI systems that can automate multiple stages of software engineering rather than simply assisting developers with code suggestions.
Gartner did not identify specific vendors in the report but said the competitive landscape was being reshaped as model providers seek to build end-to-end platforms for enterprise software development.
The company said the evolution of enterprise AI coding agents is likely to alter how engineering teams work, reducing dependence on traditional development environments while increasing the role of automated governance and orchestration systems.
