Can't the Piracy Sites Be Blocked by the Govt?

There is a big hue and cry about piracy websites that upload every newly released film on the same day. Recently, Emandi Ravi of iBomma was arrested and is being interrogated.
Top cop Sajjanar held a press meet with film industry bigwigs, explaining how Ravi was caught, and the industry praised the police.
All seems well. Now a lawyer has entered the scene, claiming he will bring Ravi out within a week. When asked why he is showing interest, he said there is huge public support for Ravi, so he is acting in the interest of the public.
Surprisingly, many people are now praising this lawyer as well. Let us keep this ongoing drama aside and think clearly.
Did the Producers Council submit a list of all piracy sites, the films uploaded on them, and proper evidence, take signatures from all affected producers, and file a case in the Supreme Court against these sites?
Did Dil Raju not think of this? Did Pawan Kalyan, the Deputy CM with strong influence even at the PM level, not focus on this?
We have already seen a nationwide blocking of Pakistani news sites and YouTube Channels during Operation Sindoor.
It proved that the central government can block certain websites and Channels if they are against the nation's pride or misleading the citizens. Why can't the nation take such stance against the piracy sites?
If producers are truly losing legitimate money and the government is losing tax revenue from them because of piracy, a strong case can be filed and the Supreme Court may direct the government to block all existing piracy sites and even create a system to block future ones.
If, as police claim, these sites display ads for illegal betting apps and also steal user data that ends up on the dark web causing cybercrimes, then why are they not blocked immediately on a suo motu basis?
Why making such a show by catching one pirate? Is iBomma the only piracy site? There are many. Why can't they be downed in single shot legally?
This is the layman’s question, and experts must explain why this cannot be done.
