PM Modi To Roll Out Rs 62,000 Cr Youth Skilling Initiatives
Prime Minister Narendra Modi will unveil a set of youth-focused initiatives worth over Rs 62,000 crore on 4 October 2025 at Vigyan Bhawan, New Delhi, giving a decisive push to education, skilling, and entrepreneurship across the country.The programme will also include the Kaushal Deekshant Samaroh, the fourth edition of the National Skill Convocation, where 46 toppers from Industrial Training Institutes (ITIs) under the Ministry of Skill Development and Entrepreneurship will be felicitated.
A major highlight will be the launch of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-Setu) scheme, a centrally sponsored initiative with an investment of Rs 60,000 crore.
The scheme will upgrade 1,000 ITIs in a hub-and-spoke model, including 200 hubs and 800 spokes, with modern trades, digital learning, incubation, and industry partnerships. Global co-financing support will come from the World Bank and the Asian Development Bank. In the first phase, ITIs in Patna and Darbhanga will receive special attention.
Bihar In Focus
Alongside national schemes, several projects in Bihar will take centre stage. The Prime Minister will launch the revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana, under which nearly five lakh graduate youth will receive a monthly allowance of Rs 1,000 for two years, along with free skill training. The redesigned Bihar Student Credit Card Scheme will provide interest-free education loans of up to Rs 4 lakh, easing the cost of higher education.
He will also inaugurate the Bihar Yuva Ayog, a statutory commission for youth between 18 and 45 years, and the Jan Nayak Karpoori Thakur Skill University to offer industry-oriented vocational courses.
Other projects include laying the foundation stone for new academic and research facilities in four Bihar universities: Patna University, Bhupendra Narayan Mandal University (Madhepura), Jai Prakash Vishwavidyalaya (Chapra), and Nalanda Open University (Patna). These projects, with an allocation of Rs 160 crore under PM-Usha, will benefit 27,000 students.
In addition, Modi will dedicate the new Bihta campus of NIT Patna, with capacity for 6,500 students and advanced facilities such as a 5G use-case lab, an Isro-supported Regional Academic Centre for Space, and an Innovation and Incubation Centre.
He will also distribute appointment letters to 4,000 new recruits in the Government of Bihar and release Rs 450 crore in scholarships via Direct Benefit Transfer to 25 lakh students of Classes 9 and 10 under the Mukhyamantri Balak/Balika Scholarship Scheme.
