Govt To Set Up SPVs With Industry Partners Under Rs 60,000 Cr PM-SETU Scheme
The Ministry of Skill Development and Entrepreneurship (MSDE) will establish special purpose vehicles (SPVs) with credible industry partners to manage clusters and ensure outcome-based training under the Rs 60,000 crore Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme.Launched by Prime Minister Narendra Modi on Saturday, PM-SETU aims to modernise 1,000 government Industrial Training Institutes (ITIs) across India, introducing new demand-driven courses and revamping existing ones in collaboration with industries.
The initiative seeks to transform ITIs into modern, industry-aligned training institutions and create pathways for long-term diplomas, short-term courses and executive programmes.
The scheme will operate on a hub-and-spoke model, comprising 200 hub ITIs connected to 800 spoke ITIs. Each hub will house advanced infrastructure, innovation and incubation centres, production units, trainer training facilities, and placement services, while spoke ITIs will help expand access and outreach.
In addition, five National Skill Training Institutes in Bhubaneswar, Chennai, Hyderabad, Kanpur and Ludhiana will be upgraded as Centres of Excellence with global partnerships.
In the first phase, 15 hub-and-spoke ITI clusters have been identified across India, including Sonipat, Visakhapatnam, Bijnor, Meerut, Haridwar, Ujjain, Bengaluru Urban, Bharatpur, Darbhanga, Patna, Hoshiarpur, Hyderabad, Sambalpur, Chennai and Guwahati. Each will serve as a model ecosystem equipped with advanced infrastructure, modern trades, and industry-led training.
Calling PM-SETU a “very ambitious and important scheme,” Skill Development Minister Jayant Chaudhary noted that ITIs currently offer training across 169 trades, with nearly 9 lakh students having received the National Trade Certificate (NTC) this year. “It is perhaps for the first time in India’s history that such a large-scale investment is being made in ITIs,” he said.
Chaudhary added that 1,200 vocational skill labs set up in Navodaya Vidyalayas and Eklavya Model Residential Schools will impart skills in 12 sectors, including IT, automotive, agriculture, electronics, logistics, BFSI, tourism and hospitality.
