Bihar Dates Announced, Poll Panel's Answer On Aadhaar-Based Voter Addition

New Delhi: The Election Commission of India on Monday announced the schedule for the upcoming Bihar Assembly election. Voting will be held in two phases, the first on November 6 and the second on November 11, with counting of votes scheduled for November 14.
Chief Election Commissioner Gyanesh Kumar, while addressing the media, also responded to questions regarding the use of Aadhaar cards in the voter enrolment process.
NDTV asked how many voters names had been included in the voter list based on the Aadhaar, as the Supreme Court had directed EC to accept the Aadhaar as a 12th document.
Kumar said that although the court had said the Aadhaar can be accepted as the 12th identity document for electoral registration, it cannot be treated as proof of citizenship or domicile.

"The Supreme Court said Aadhaar can be used as an identity document... but Section 9 of the Aadhaar Act clearly states it is neither proof of citizenship nor domicile. Even earlier judgments clarified Aadhaar is not valid proof of date of birth. It is only a proof of identity," he said.
He emphasised also that the Special Intensive Revision (SIR) in Bihar was carried out in a transparent manner, ensuring accuracy and fairness in the voter rolls. When asked whether political parties had raised concerns about the SIR exercise during their meetings with the Commission, Kumar said that while some apprehensions were expressed initially, once the process became clearer, people supported the Commission's efforts.
As per the election schedule, 121 Assembly constituencies will vote in the first phase, while the remaining 122 constituencies will vote in the second. Along with Bihar, the ECI also announced eight by-polls in seven states, with results to be declared on the same day, i.e., November 14.
