White House releases Gaza peace plan as Trump meets Netanyahu


A White House peace plan for Gaza released on Monday (September 29, 2025) proposes an end to the conflict between Israel and Hamas militants and the return of all hostages, living and dead, within 72 hours of Israel publicly accepting the agreement.
Mr. Trump on Monday (September 29, 2025) laid out a 20-point plan for ending the Israel-Hamas war and establishing a postwar governance in the war-battered Palestinian territory. Mr. Trump’s plan would establish a temporary governing board that would be headed by him and include former British Prime Minister Tony Blair.

Trump’s Gaza plan

Gaza residents will be ‘encouraged to stay’ under Mr. Trump’s plan, said White House. Mr. Trump said Israel has ‘full backing’ of the U.S. to take steps to defeat Hamas if it doesn’t accept proposed peace deal.
Mr. Trump also said Israel would withdraw from Gaza ‘in phases’ under the deal.

If both sides agree to the proposal, “the war will immediately end,” according to the plan. Israeli forces will withdraw to agreed-upon lines to prepare for the hostage release.
The plan does not require people to leave Gaza and calls for the war to end immediately if both sides accept it.

The proposal also calls for an end to Hamas rule of Gaza and the disarmament of the militant group, said the officials briefed on the plan.
The plan also includes the establishment of an international security force to take over law enforcement in postwar Gaza, they said.

A Palestinian committee of technocrats would oversee the civilian affairs of the strip, with power handed over later to a reformed Palestinian Authority, they said. Mr. Netanyahu has rejected any role for the authority, the internationally recognised representative of the Palestinians, in postwar Gaza.
Economic development

“A Trump economic development plan to rebuild Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East”, the plan stated. A special economic zone will be established with preferred tariff and access rates to be negotiated with participating countries.

“Many thoughtful investment proposals and exciting development ideas have been crafted by well-meaning international groups, and will be considered to synthesise the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity, and hope for future Gaza,” the plan mentions.
“New Gaza will be fully committed to building a prosperous economy and to peaceful coexistence with their neighbors,” according to the plan.
On hostages release and aid entry into Gaza

Once all hostages are released, Israel will release 250 Palestinians serving life sentences and 1,700 Gazans who were detained after the start of the war on October 7, 2023, the plan said.
The White House also added that once all hostages are returned, Hamas members who commit to peaceful co-existence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries.

On aid entry into Gaza, White House said that entry of distribution and aid in the Gaza Strip will proceed without interference from the two parties through the United Nations and its agencies, and the Red Crescent, in addition to other international institutions not associated in any manner with either party. It also added that, opening the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025 agreement.

On Palestinian self-determination and statehood

It says that while Gaza redevelopment advances and when the Palestinian Authority is reformed, “the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.”
The United States will establish a dialogue between Israel and the Palestinians to agree on a “political horizon for peaceful and prosperous co-existence.
Trump on Hamas

“I think we are beyond very close,” Mr. Trump said at the start of a news conference with Mr. Netanyahu where he detailed the plan. “We’re not quite finished. We have to get Hamas.”
“If Hamas rejects your plan, Mr. President, or if they supposedly accept it and then do everything to counter it, then Israel will finish the job by itself,” Mr. Netanyahu said. The President went on to urge Palestinian people to take responsibility “for their destiny” and embrace his peace proposal.

Hamas on Gaza peace deal

The Qatari Prime Minister and the Egyptian intelligence chief shared U.S. President Donald Trump’s 20-point Gaza plan with Palestinian militant group Hamas, an official briefed on the talks told Reuters on Monday (September 29, 2025).
Hamas negotiators told mediators they will review the plan “in good faith” and provide response, the official said.
World leaders welcome Trump’s Gaza peace plan

The Palestinian government welcomed Mr. Trump’s plan to end the Israel-Hamas war, and they vowed to make reforms demanded by the U.S.
The Foreign Ministers of Saudi Arabia, Jordan, United Arab Emirates, Qatar and Egypt welcomed on Monday (September 29, 2025) U.S. President Trump’s announcement to end the war in Gaza, according to a joint statement.
The Ministers, along with other Arab and Islamic Foreign Ministers, said they were ready to cooperate positively with the U.S. and the relevant parties to finalise the agreement and ensure its implementation.

France’s President Emmanuel Macron said on Monday (September 29, 2025) that he welcomed Mr. Trump’s commitment to ending the war in Gaza and securing the release of all hostages.
“I expect Israel to engage resolutely on this basis. Hamas has no choice but to immediately release all hostages and follow this plan,” Mr. Macron said in a statement on X.
British Prime Minister Keir Starmer on Monday (September 29, 2025) welcomed the efforts to end the war in Gaza with a new plan.
“We call on all sides to come together and to work with the U.S. Administration to finalise this agreement and bring it into reality. Hamas should now agree to the plan and end the misery, by laying down their arms and releasing all remaining hostages.” Mr. Starmer said.
